Announcement on Proposed Rules to Govern the Setting of Regulated Solar Home System Tariff

The management of the ZAMBOANGA DEL SUR I ELETRIC COOPERATIVE, INC. (ZAMSURECO-I) wishes to announce to its electric consumers that the Philippine Rural Electric Cooperatives Association, Inc. (PHILRECA), the national association of all the Electric Cooperatives in the Phils. Operating under P.D. 269 or the National Electrification Administration (NEA) Decree, as Amended, has a pending petition with the Energy Regulatory Commission (ERC) for the adoption of a “PROPOSED RULES TO GOVERN THE SETTING OF REGULATED SOLAR HOME SYSTEM TARIFFF OFRT THE PROVISON OF ELECTRICITY SERVICE FOR RURAL ELECTRIFICATION BY ELECTRIC COOPERATIVE”, docketed as ERC Case No. 2014-003 RM.

The petition was filed in furtherance of the Department of Energy’s (DOE) Household Electrification Development Plan for 2013-2017 which established among others, the Solar Home System (SHS) mainstreaming program to support the Household Electrification Development Program activities being undertaken by Electric Cooperatives under their universal service obligation.

The petition proposes to put in place a fair, transparent and efficient process for charging consumers the cost of providing electricity service using Solar Home System (SHS) in remote rural and island communities, ensure the financial and operating viability of management of the amounts collected to protect the consumers.

In this regards, the ERC has scheduled another public consultation on November 25, 2015 at 10A.M. at the ERC Hearing Room, 15th Floor, Pacific Center Building, San Miguel Avenue, Ortigas Center, Pasig City, Metro Manila.

The purpose of the public consultation is to enable PHILRECA to present to the stakeholders, its motion to include a tariff computation for 30Wp SHS in the Proposed Rules, pursuant to DOE Department Circular No. DC2014-007-0012 entitled “Accelerating Household Electrification in Off-Grid and Isolated Areas through Supply of Regulated Solar Home Systems”

In the DOE Circular, the setting of the 30Wp SHS Capacity considered the limited capacity to pay of the target household who are in the off-grid and dispersed areas. Since the monthly payment for the use of SHS will be used for the maintenance, repair and future replacement of the damaged SHS components, it is crucial that the households should be able to pay monthly tariff on time. Having a choice between 30Wp and 50Wp depending on their capacity to pay, is essential for the sustainability of the project.
